Our paper discusses family language policies among multilingual families in Latvia with Russian as home language. The presentation is based on three case studies, i.e. interviews conducted with Russophones who have chosen to send their children to Latvian-medium pre-schools and schools. The main aim is to understand practices and regards among such families “from below,” i.e. which family-internal and family-external factors influenced the choice of Latvian-medium education and what impact this choice has on linguistic practices.
The paper shows that there have been critical events which both encouraged and discouraged the choice of Latvian-medium education. The wish to integrate into mainstream society has been met by obstacles both from ethnic Russians and Latvians. Yet, the three families consider their choices to be the right ones for the future development of their children in a multiethnic Latvia in which Latvian serves as the unifying language of society.

Der Anlass dieser Untersuchung war zunächst anekdotische Evidenz: Eines der Kinder der Autor*innen macht 2022 Abitur und las in ihrer gesamten gymnasialen Laufbahn genau eine ›Ganzschrift‹ einer Autorin: Die Judenbuche von Annette von Droste-Hülshoff. Zweifellos ein lesenswerter Text, aber konnte es wirklich sein, dass man in Deutschland 2022 Abitur macht, sogar Deutsch-Leistungskurs gewählt hat und sonst kein Buch einer Autorin im Deutschunterricht liest? Auch in den Pflichtlektüren für das Deutschabitur ist im entsprechenden Bundesland bei den empfohlenen Texten kein Roman und kein Drama einer Verfasserin verzeichnet. Neugierig geworden, recherchierten wir nach einer Liste, welche Literatur für den Deutschunterricht an Gymnasien in Baden-Württemberg (wo die Anekdote sich ereignete) insgesamt empfohlen wurde, und fanden auf den Seiten des Kultusministeriums eine umfangreiche Liste, auf der 298 Werke verzeichnet sind. Eine Auswertung nach dem Geschlecht der Verfasser*innen ergab, dass von den Einträgen auf dieser Liste 31 Titel bzw. Autor*innen (von) Frauen sind, d.h. rund 10 %.
Digitale Medien haben zu einer folgenreichen Veränderung politischer Diskurse beigetragen: Bürgerinnen und Bürger haben nunmehr die Möglichkeit eines direkten und permanenten Dialogs mit politisch Agierenden. Diese wiederum haben soziale Netzwerke als „wirkungsvolle Kommunikationsform für sich entdeckt“ (Kneuer 2017, S.46). Damit haben sich auch die politischen Partizipationsmöglichkeiten verändert. Neben den konventionellen Partizipationsformen erfahren die Bürgerinnen und Bürger nach der Erweiterung in den 1960er Jahren durch nicht institutionalisierte Formen (Woyke 2013) heute eine weitere Form der politischen Teilhabe durch digitale Medien.
“Linguistic Landscapes” (LL) is a research method which has become increasingly popular in recent years. In this paper, we will first explain the method itself and discuss some of its fundamental assumptions. We will then recall the basic traits of multilingualism in the Baltic States, before presenting results from our project carried out together with a group of Master students of Philology in several medium-sized towns in the Baltic States, focussing on our home town of Rēzekne in the highly multilingual region of Latgale in Eastern Latvia. In the discussion of some of the results, we will introduce the concept of “Legal Hypercorrection” as a term for the stricter compliance of language laws than necessary. The last part will report on advantages of LL for educational purposes of multilingualism, and for developing discussions on multilingualism among the general public.
Every Regional Dossier begins with an introduction about the region in question, followed by six chapters that each deal with a specific level of the education system (e.g. primary education). Chapters 8 and 9 cover the main lines of research into education of the minority language under discussion, and the prospects for the minority language in general and in education in particular, respectively. Chapter 10 provides a summary of statistics. Lists of (legal) references and useful addresses regarding the minority language are given at the end of the dossier.
This dossier consists of an introduction to the region under study, followed by six sections each dealing with a specific level of the education system. These brief descriptions contain factual information presented in a readily accessible way. Sections eight to ten cover research, prospects, and summary statistics. For detailed information and political discussions about language use at the various levels of education, the reader is referred to other sources with a list of publications.
Linguistic Landscapes (LL) sind in der internationalen Soziolinguistik und verwandten Disziplinen in aller Munde. Seit Mitte der 2000er Jahre sind Studien, die sich als Teil dieses Ansatzes verstehen, wie Pilze aus dem Boden geschossen. Seit 2008 hat es in fast jährlichem Rhythmus gut besuchte Tagungen gegeben, die sich ausschließlich mit Linguistic Landscapes beschäftigen - sowohl mit Fallstudien aus aller Welt als auch mit theoretischen und methodologischen Fragen. Folgerichtig sind nicht nur eine Vielzahl von Einzelaufsätzen erschienen, es hat auch mehrere Sammelveröffentlichungen gegeben, und seit 2015 erscheint ein eigenes Journal unter dem Titel „Linguistic Landscapes“ (vgl. Gorter 2013 für einen Überblick über die Entwicklung des Ansatzes).
Obwohl auch Wissenschaftler, die im deutschsprachigen Raum tätig sind, sich in den letzten Jahren den Linguistic Landscapes gewidmet haben, hat die Methode in deutschsprachigen Publikationen jedoch bisher nur einen vergleichsweise geringen Stellenwert eingenommen. Dieser Beitrag möchte somit zum einen Grundlagenarbeit leisten, indem er die Idee der Linguistic Landscapes noch einmal vorstellt und seine Entwicklung der vergangenen Jahre nachzeichnet. Zum anderen soll im Kontext dieses Bandes der Nutzen des Ansatzes für die Analyse von Sprachen von Migrantengruppen diskutiert werden. Schließlich wird der Beitrag durch einige Bemerkungen dazu abgerundet, in welchem Maße die Untersuchung von LL einen Nutzwert haben kann, der über wissenschaftliche Kreise hinausgeht. Grundlage für diesen Beitrag sind internationale Veröffentlichungen der letzten Jahre, vor allem aber gehen Erfahrungen aus eigenen Studien mit ein, die wir seit 2007 mit unterschiedlichen Zielsetzungen im Baltikum und in Deutschland durchgeführt haben.
This chapter investigates policies which shape the role of the German language in contemporary Estonia. Whereas German played for many centuries an important role as the language of the economic and cultural elite in Estonia, it severely declined in importance throughout the twentieth century. Mirrored on this historical background, the paper provides an overview of the current functions of German and attitudes towards it and it discusses how these functions and attitudes are influenced by policies of various actors from inside and outside Estonia. The paper argues that German continues to play a significant role: while German is no longer a lingua franca, it still enjoys a number of functions and prestige in clearly defined niches involving communication within German-speaking circles or between Estonians and Germans. The interplay of language policies of the Estonian and the German-speaking states as well as by semi-state and private institutions succeed in maintaining German as an additional language in contemporary Estonia.
Resistance and adaptation to newspeakerness in educational institutions: two tales from Estonia

The term ‘new speaker’ has recently emerged as an attempt by sociolinguists not only to understand the diferent types of speaker profles that can be found in contemporary societies, but also to grasp the underlying processes of becoming a legitimate speaker in a given society. In this article, we combine the results from two studies situated in two educational institutions in Estonia in order to fnd out about speakers’ language attitudes and experiences in connection to learning and using Estonian. We concentrate on members of the international community who have relatively recently arrived to the country. Our results indicate that these speakers fuctuate between two prototypical discourses, which we broadly dub as ‘resistance’ and ‘adaptation’ to newspeakerness. Our study thereby adds to current debates on ‘new speaker’ and language policy issues by illustrating how tensions around language legitimacy are played out on the ground in a small nation state such as Estonia.
