This paper describes the effort of the Institut für Deutsche Sprache (IDS), the central research institution for the German language, connected with Information and Communications Technology (ICT). Use of ICT in a language research institute is twofold. On the one hand, ICT provides basic services for researches to accomplish their daily work. On the other hand, several national and international institutions have a strong interest in ICT. Therefore, ICT can also be seen as an amplifier for language research. The first part of this paper reports on the activates of the IDS in internal and external ICT-related projects and initiatives. The second part describes a general strategy towards an ICT strategy that could be useful both for the IDS and other national language institutes. We think such a general strategy is necessary to create a strong foundation not only for the ICT-related projects, but as a basis for a modem research institute.
Communication across all language barriers has long been a goal of humankind. In recent years, new technologies have enabled this at least partially. New approaches and different methods in the field of Machine Translation (MT) are continuously being improved, modified, and combined, as well. Significant progress has already been achieved in this area; many automatic translation tools, such as Google Translate and Babelfish, can translate not only short texts, but also complete web pages in real time. In recent years, new advances are being made in the mobile area; Googles Translate app for Android and iOS, for example, can recognize and translate words within photographs taken by the mobile device (to translate a restaurant menu, for instance). Despite this progress, a “perfect” machine translation system seems to be an impossibility because a machine translation system, however advanced, will always have some limitations. Human languages contain many irregularities and exceptions, and consequently go through a constant process of change, which is difficult to measure or to be processed automatically. This paper gives a short introduction of the state of the art of MT. It examines the following aspects: types of MT, the most conventional and widely developed approaches, and also the advantages and disadvantages of these different paradigms.
The paper deals with the conversion of linear text into non-linear hypertext. It discusses the following issues from a textlinguistic viewpoint: How to segment linear text into hypertext units? What are the guidelines for interrelating these hypertext units by hyperlinks? A two-stage conversion method will be proposed and illustrated by examples from the GRAMMIS project in which a German grammar book is transformed into hypertext: Within the first methodical stage (functional-holistic text analysis) the linear text is segmented and analyzed with regard to its structural properties. Within the second stage the resulting text segments are transformed into hypertext units and interrelated by hyperlinks in accordance with the results of the functional-holistic text analyses. The method is particularly useful for non-standardized text types, which cannot be converted automatically on the basis of form-oriented features.
Following a welcome in Lithuanian and English to the guests and members on the occa- sion of the 10"’ anniversary of EFNIL, the history of this European language Organization is sketched. A brief survey of the sociolinguistic themes treated at previous Conferences and the state of the inajor projects is given, followed by an introduction (in German) to the general topic of the present Conference. The importance that translation and interpretation have for European language diversity and the individual national languages beside foreign language education of all Europeans is being stressed.

Other than linguistic laymen, most linguists avoid Statements concerning the general state of a language or its future. Despite some theoretical scruples, I shall, after some assessing comments on present German, make speculations on the further development of this language. Three scenarios of possible States of the German language at the end of this Century will be sketched and discussed in comparison. These speculations are but plausible considerations based on observations of the Contemporary language. In view of the looming partial loss of domains of German and other European Standard languages, I will then discuss how the further development of German can be positively influenccd within the context of multilingual Europe.

This paper discusses new perspectives for a usage-based paremiology from a corpus-linguistic point of view. Using the example of proverb patterns, it shows different degrees of fixedness and proverb quality in German-English contrast. An interesting insight is that proverb similarities and differences can also be described by restrictions of semi-abstract schemes.

The following analysis explores the nature of everyday activities of people in economic leadership positions. It inquires as to the institutions and people they are in contact with, and the way they communicate with them. First, I will present existing studies in this field and the ethnographic procedure of this study. I will then describe the communicative activities of high-level personnel and their communication networks based on observations. These are then linked to their communicative tasks and types of interaction. Finally, I will discuss some characteristics of the communicative style.
