Raksta mērķis ir izvērtēt lingvistiskās ainavas laukā paveikto, apkopojot piecu gadu pieredzi un ieskicējot nākotnes perspektīvas turpmākajos pētījumos un studiju procesa satura plānojumā. Rakstā pamatā ir izmantota deskriptīvā pētniecības metode un kontentanalīze. Būtiskākie secinājumi: Lingvistiskās ainavas izpēte dažādās teritoriālajās vienībās Baltijas valstīs ir notikusi kopš 2008. gada, iesaistot arī studentus un vidusskolēnus. Lingvistiskās ainavas izpētes un metodoloģijas pilnveides rezultātā Rēzeknes Augstskolā (turpmāk – RA) ir izveidota kvantitatīvo un kvalitatīvo datu bāze, izstrādāti daudzveidīgi individuālie un kolektīvie pētījumi.Turpmāk ir plānots lielāku uzmanību veltīt Latgales skolu ainavai un citu iestāžu mikrovides izpētei, Latgales pilsētu datu salīdzinājumam ar citu Eiropas valstu reģionu lingvistisko ainavu, korelējot kvantitatīvos datus ar diskursa analīzes daudzveidīgo pieeju iespējām.
Nach einem kurzen Überblick über die heutige sprachökologische Situation in Lettland möchte ich dabei auf die Rolle der deutschen Sprache in verschiedenen Bereichen der lettischen Gesellschaft eingehen. Komplettiert wird der Überblick über die deutsche Sprache im heutigen Lettland durch einige Überlegungen zu Maßnahmen, die die Situation zugunsten des Deutschen ändern könnten.
Der Beitrag stellt zunächst einige allgemeine Überlegungen zu Kategorisierungen von Sprachen an. Dann werden die Sprachenvielfalt im Baltikum und Statistiken von Deutschsprechern vorgestellt, bevor verschiedene Studien zum Deutschen im Baltikum erläutert werden. Auf dieser Grundlage erfolgt eine Einordnung des Baltikums in Modelle der internationalen Stellung des Deutschen, mit deren Hilfe das Konzept Ergänzungssprache begründet wird. Schließlich werden einige Überlegungen dazu angestellt, welcher Nutzwert durch diese Konzeptualisierung entsteht.
Das hier vorgestellte Dissertationsvorhaben am Institut für Englische Philologie der Freien Universität Berlin möchte der Frage auf den Grund gehen, welche Veränderungen in der Sprachpolitik gegenüber bedrohten Sprachen durch die Einrichtung dezentraler Parlamente erreicht werden können. Untersucht wird die Sprachpolitik gegenüber der gälischen Sprache in Schottland sowie der samischen Sprache in Norwegen. Kern der Untersuchungen wird dabei die Frage sein, welche politischen Initiativen zur Sprachunterstützung es in den letzten Jahren gegeben hat. Insbesondere soll darauf eingegangen werden, dass es mit dem Schottischen Parlament sowie dem Sameting in Norwegen jetzt parlamentarische Vertretungen gibt, in denen die jeweilige Sprachgruppe wesentlich größeren Einfluss geltend machen kann als dies vormals der Fall war.
Dieser Beitrag fasst die wesentlichen Aussagen und Ergebnisse eines Workshops zusammen, der sieben Perspektiven auf die Untersuchung der Rolle des Deutschen im öffentlichen Raum zusammengebracht hat. Einige der vorgestellten Studien folgten dem seit Beginn der 2000er Jahre rasant an Popularität gewonnenen Ansatz der ‚Linguistic Landscapes‘. In anderen Beiträgen standen praktische Überlegungen zum Suchen von Beispielen der deutschen Sprache im Mittelpunkt, um diese im Kontext von DaF und Auslandsgermanistik sowie der Werbung für die deutsche Sprache einzusetzen. Ziel des Workshops war es, Gemeinsamkeiten und Perspektiven von diesen unter dem Schlagwort ‚Spot German‘ verorteten Studien mit der Linguistic Landscape-Tradition zu eruieren. Länder, aus denen Studien vorgestellt wurden, waren Estland, Lettland, Dänemark, Tschechien, Deutschland, Zypern und Malta.
This chapter investigates differences in language regards in Latvia and Estonia. Based on the results of a survey that had about 1000 respondents in each country, it analyses general views on languages and language-learning motivation, as well as specific regards of Estonian, Latvian, Russian, English, German and other languages. The results show that languages and language learning are generally important for the respondents; language-learning motivation is overwhelmingly instrumental. Besides the obvious value of the titular languages of each country, English and Russian are to differing degrees considered of importance for professional and leisure purposes, ahead of German, Finnish (in Estonia) and French, whereas other languages are of little relevance. In more emotionally related categories, differences are more salient. L1-speakers of Russian differ in their views from L1-speakers of Estonian and Latvian, indicating that the linguistic acculturation of society in Estonia tends to be more monodirectional towards Estonian, whereas in Latvia there are more bidirectional tendencies as both Latvian and Russian L1-speakers regard each other’s languages as at least moderately relevant.
This article discusses the situation of the Latgalian language in Latvia today. It first provides an overview of languages in Latvia, followed by a historical and contemporary sketch of the societal position of Latgalian and by an account of current Latgalian language activism. On this basis, the article then applies schemes of language functions and of evaluations of the societal position of minority languages to Latgalian. Given the range of functions that Latgalian fulfils today and the wishes and attempts by activists to expand these functions, the article argues that it is surprising that so little attention is given to Latgalian in mainstream Latvian and international sociolinguistic publications. In this light, the fate of the language is difficult to prognose, but a lot depends on whether the Latvian state will clarify its own unclear perception of policies towards Latgalian and on how much attention it will receive in the future.
This dossier consists of an introduction to the region under study, followed by six sections each dealing with a specific level of the education system. These brief descriptions contain factual information presented in a readily accessible way. Sections eight to ten cover research, prospects, and summary statistics. For detailed information and political discussions about language use at the various levels of education, the reader is referred to other sources with a list of publications.
Every Regional Dossier begins with an introduction about the region in question, followed by six chapters that each deal with a specific level of the education system (e.g. primary education). Chapters 8 and 9 cover the main lines of research into education of the minority language under discussion, and the prospects for the minority language in general and in education in particular, respectively. Chapter 10 provides a summary of statistics. Lists of (legal) references and useful addresses regarding the minority language are given at the end of the dossier.

Dieser Beitrag möchte einen Überblick über die Rolle geben, die die Regionalsprache Lettgallisch im Bildungssektor im Baltikum spielt. Zum einen soll in groben Zügen die historische gesellschaftliche Entwicklung des Lettgallischen mit einem Schwerpunkt auf dem Bildungsbereich dargestellt werden, zum anderen werden Entwicklungen der letzten Jahre diskutiert, in denen Diskurse und Einstellungen zum Lettgallischen eine Wandlung durchlaufen. Der theoretische Rahmen dafür sind internationale Diskussionen zu Regional- und Minderheitensprachen sowie Debatten in der Bildungspolitik. Damit soll nicht zuletzt Aufmerksamkeit für das Lettgallische in der deutschsprachigen Wahrnehmung des Baltikums generiert werden, das in einem Kompendium zu Bildungsgeschichte(n) im Baltikum nicht fehlen darf. Nach einer kurzen Einführung in die Region Lettgallen (Latgale) und das Lettgallische folgen aktuelle Beispiele für den sich ändernden Gebrauch des Lettgallischen und seine Einordung in Diskurse zu Minderheitensprachen. Schließlich wird auf jüngste politische Entwicklungen eingegangen, etwa im Kontext der Ausarbeitung neuer Lehrstandards für die staatlichen Schulen in Lettland.
This chapter starts out by giving a brief overview of the main priorities of international and German studies in the area of linguistic landscape research. The contributions to this volume are then embedded in current debates and developments in the field. Finally, we outline important desiderata of linguistic landscape research that focus on German and address challenges of knowledge transfer and application as well as possible contributions to international lines of research.
Lingvistiskās ainavas metode – netradicionāls ceļš multilingvisma jautājumu izpētē un mācīšanā

Šī raksta mērķis ir iepazīstināt ar lingvistiskās ainavas metodi un izskaidrot tās priekšrocības ne tikai valodnieku pētījumos, bet arī tās ieviešanā mācību procesā skolās un augstskolās. Pēc šī nelielā ievada vēlamies jums parādīt ne tikai metodes ieviešanas gaitu, bet arī pašreizējo attīstības stadiju. Mēs iepazīstināsim arī ar 2008. gada sākumā izstrādāto projektu ,,Latvijas lingvistiskā ainava Baltijas valstu kontekstā”, kuru arī šobrīd realizējam Rēzeknes Augstskolā (maģistra studiju programmas ,,Filoloģija” studenti un divi docētāji). Tāpat tiks dots neliels ieskats par projektā gūtajiem rezultātiem un problēmām, ar kurām saskārāmies pētījuma laikā, kā arī iepazīstināsim ar jauniegūto pieredzi.
Mehrsprachigkeitsdiskurse im Bildungskontext in Lettland zwischen Populismus und Weltoffenheit

Unser Aufsatz diskutiert aktuelle Debatten zu Sprachen und Mehrsprachigkeit im Bildungssystem in Lettland. Theoretischer Hintergrund sind Debatten zur Mehrsprachigkeit, zu Spracheinstellungen und zur heteroglossischen Ideologie. Nach einer kurzen historischen Einführung in Fragen des sprachlichen Ökosystems Lettlands stellen wir Beispiele aus der aktuellen Reform der Schulcurricula vor, die Mehrsprachigkeitsansätze aufgreifen. Diese Reformversuche werden allerdings durch weit verbreitete Diskurse in der lettischen Gesellschaft abgelehnt. Anhand von Reaktionen von Bildungspolitikern und in journalistischen Texten zeigen wir, wie einflussreich traditionelle Vorstellungen vom Sprachlernen nach wie vor sind und wie eine Modernisierung des Lettischunterrichts mit Fragen von nationaler Identität verbunden wird, in denen bisweilen sogar offen xenophobisch argumentiert wird. Gleichzeitig wird deutlich, wie im Diskurs im Interesse der „Rettung der lettischen Sprache“ mit Mythen und Halbwahrheiten operiert wird. Der dritte Teil des Aufsatzes stellt in diesem Kontext zwei Studien unter Lehrern in Lettland vor, in denen explizit nach Einstellungen und Praktiken zu Code-Switching, Translanguaging und ähnlichen Phänomenen gefragt wurde. In den Antworten zeigt sich die Spaltung der Gesellschaft; jedoch zeigen die Ergebnisse auch, dass Perspektiven für einen modernen und mehrsprachigen Sprachunterricht in Lettland durchaus vorhanden sind.
Im Stadtbild europäischer Großstädte sehen Besucher heute neben der Mehrheitskultur viele andere kulturelle Färbungen. Als Folge politischer Entwicklungen sowie freiwilliger und erzwungener Migrationsbewegungen waren die europäischen Gesellschaften noch nie völlig homogene nationale Einheiten. In den vergangenen Jahrzehnten sind durch wirtschaftliche und politische Unterschiede zwischen verschiedenen Regionen in Europa und weltweit jedoch neue Migrationswellen ausgelöst worden, die in vielen Staaten zu massiven Veränderungen in der ethnischen Zusammensetzung der Bevölkerung geführt haben. Obwohl sich dadurch in den Zielländern der Migration neue Minderheitengruppen gebildet haben und die multiethnische Zusammensetzung der europäischen Gesellschaften Realität ist, ist bei vielen Menschen in Europa nach wie vor die Auffassung stark verbreitet, dass – im Sinne der Ideologie von „ein Volk, ein Staat, eine Sprache“ – diese neuen Minderheiten als suspekt oder sogar als gefährlich anzusehen sind.
When we first started the project of looking at minority languages through a linguistic landscape lens, we felt that the visibility of minority languages in public space had been insufficiently dealt with in traditional minority language research. A linguistic landscape approach, as it had developed over the last years, would constitute a valuable path to explore, by looking at the ‘same old issues’ of language contact and language conflict from a specific angle. We were convinced that fresh linguistic landscape data would be able to provide innovative and useful insights into ‘patterns of language […] use, official language policies, prevalent language attitudes, [and] power relations between different linguistic groups’ (Backhaus 2007, p. 11). The linguistic landscape approach, as presented by the different authors in this volume, has clearly proven to be a heuristic appropriate and relevant for a wide range of minority language situations. More specifically, the ideas and analyses in the different chapters do contribute to a further understanding of minority languages and their speakers. They deepen our comprehension of language policies, power relations and ideologies in minority language settings.
Over the past decades, problems related to linguistic minorities and their well-being, as well as to minority languages and their maintenance, have developed as an independent branch of minority studies. Studies of language in society and sociolinguistics, strategies of minority language survival and the empowerment of their speakers have produced a considerable output of case studies and theoretical writings.In this multifaceted field of investigation, language use, language practices, language policies and language politics represent interrelated aspects of social and linguistic relations that cannot be meaningfully addressed from a point of view of one scientific discipline only. This is specially the case when one wants to understand processes of language loss and maintenance, or the revitalization and empowerment of a language community. Such processes are linguistic expressions of complex social settings, and reflect group and individual identities that in turn express changing systems of collective values, human networks, fashions and social practices.

Russia, its languages and its ethnic groups are for many readers of English surprisingly unknown territory. Even among academics and researchers familiar with many ethnolinguistic situations around the globe, there prevails rather unsystematic and fragmented knowledge about Russia. This relates to both the micro level such as the individual situations of specific ethnic or linguistic groups, and to the macro level with regard to the entire interplay of linguistic practices, ideologies, laws, and other policies in Russia. In total, this lack of information about Russia stands in sharp contrast to the abundance of literature on ethnolinguistic situations, minority languages, language revitalization, and ideologies toward languages and multilingualism which has been published throughout the past decades.
