Selected papers of the 53rd Linguistics Colloquium in Odense, Denmark N2 - This chapter introduces the “Holistic Ecolinguistic Model for the Analysis of Language Policy” (HEMALP, also known under its German name GÖMAS) and applies it to the cases of Latvia and Germany. In this way, the chapter explains how a graphic visualization may be used to provide a macro overview of language policy and planning, language practices and beliefs in a given territorial unit. The cases of Latvia and Germany have been chosen because of their contrastive nature: Latvia is an example of a strong state-language policy regime in a country with two major wide-spread varieties (Latvian and Russian), whereas Germany lacks strong top-down language policies while being dominated by German as the only major language of society.
